Annual EEO Public File Report

The purpose of this EEO Public File Report (“Report”) is to comply with Section

73.2080(c)(6) of the FCC’s 2002 EEO Rule. This Report has been prepared by KSLU-FM, Hammond, LA and is required to be placed in the KSLU public inspection file, and posted on its website at www.kslu.org.  The information contained in this Report covers the time period beginning February 1, 2009 to and including January 31, 2010 (the “Applicable Period”).

 

 

The FCC’s 2002 EEO Rule requires that this Report contain the following information:

 

1. A list of all full-time vacancies filled by the Station(s) comprising the Station

Employment Unit during the Applicable Period;

2. For each such vacancy, the recruitment source(s) utilized to fill the vacancy (including,

if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii)

of the new EEO Rule, which should be separately identified), identified by name,

address, contact person and telephone number;

3. The recruitment source that referred the hired for each full-time vacancy during the

Applicable Period;

4. Data reflecting the total number of persons interviewed for full-time vacancies during

the Applicable Period and the total number of interviewees referred by each recruitment

source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section

73.2080(c)(2) of the FCC rules.

 

Appendices 1, 2 and 3 which follow have been designed, in the aggregate, to provide the

required information. Please note that the numbers listed on Appendix 2 under the

column entitled “Full-time Positions for Which This Source Was Utilized” refer to the

number of the full-time job positions listed on Appendix 1.

For purposes of this Report, a vacancy was deemed “filled” not when the offer was

extended but when the hired accepted the job offer. A person was deemed “interviewed”

73.2080(2)(v) Establishment of an internship program designed to assist members of the community to acquire skills needed for broadcast employment.

 

Description of Initiative:

 

KSLU once again saw students from Mandeville High School who were interested in working in the radio industry participate in an internship with KSLU.  The internship enabled the students to experience first-hand the demands and benefits of working in the radio industry.  The program also served as a recruiting tool in an effort to have the interns enroll at Southeastern Louisiana University upon graduation and work at KSLU during their college career.  The participants completed the radio station’s training manual which explains the day-to-day radio station operations and the expectations of the on-air staff.  The program also taught the interns FCC rules and regulations and gave them hands-on experience in on-air performance, digital audio editing and news reporting.  Three students participated in the program and all three are now enrolled as fulltime students in college studying communication.

 

 

 

 

73.2080(2)(vii) Participate in scholarship programs designed to assist students interested in pursuing a career in broadcasting.

 

The KSLU radio scholarship program continued to offer a $500 scholarship to undergraduate students at Southeastern Louisiana University studying communication.  The scholarship application stipulates that:

  1. The student must be a current KSLU student worker.
  2. The student must have a 2.50 or higher cumulative GPA.
  3. The student must be enrolled as a full time student.
  4. The student must demonstrate a strong work ethic and must be active in University and/or community service activities.
  5. To be considered for the scholarship, the student must submit three letters of recommendation from Southeastern faculty members
  6. The student is eligible to receive this scholarship one time only.

 

Russell Herrick received the scholarship for this academic period. 

 

 

 

73.2080(2)(viii) Establish a training program designed to enable station personnel to acquire skills that could qualify them for higher-level positions.

 

Description of Initiative:

 

General Manager Todd Delaney developed a training manual showing trainees how to use ENCO’s DAD audio automation software.  The manual details how to operate DAD in an on-air configuration.  Also, the document serves as a quick-start guide to remedy any problems that might arise during operation.  This is one of the skills required by the KSLU program director – a position which will be eliminated on Feb 1, 2010 but will re-open once funds are re-established for the position.  A KSLU worker could use this training manual to develop the skills necessary to be hired as the program director once the position is advertised.

 

 

 

 

 

73.2080(2)(x) Participate in at least four (4) events or programs relating to career opportunities in broadcasting sponsored by educational institutions.

 

Description of Initiative:

 

General Manager Todd Delaney spoke with a group of communication students in Rusty Gregoire’s class at Mandeville High School about the radio industry.  He stressed the importance of being able to multi-task and consistently meet deadlines.  He recommended that students interested in radio get experience during their college careers or do an internship with a radio station ASAP.  Also, he gave several tips to be successful in the radio industry.

 

Underwriting and development representative Chad Pierce talked to Southeastern’s chapter of the National Broadcasting Society about sales.  Pierce mentioned the importance of sales in the radio industry and that it takes a special person to be a good sales manager.  Pierce told that the people who make the most money at a radio station usually come from the sales side of the operation.  He said that sales is one of the easiest way to get involved with a radio station because stations are always trying to find good sales people.  Pierce recommended that interested students should contact the local commercial radio station, WFPR, for possible part-time work.

 

KSLU program director Terry Havel and Chad Pierce attended Career Day at Springfield Middle School on Thursday, December 10th.  Terry spoke to the students about the fundamentals of radio and what it takes to get a job in radio and make a career out of it.  Chad performed a mini-recording session with students and explained recording levels and articulation.  Chad then demonstrated the art of audio editing, including eliminating "popped P's", deleting unwanted noises (sniffles, coughs, etc.) and bumping up volume levels.  They finished up by creating a station sweeper with sound effects, background music and student voices.

 

General Manager Todd Delaney gave his annual speech to Southeastern Louisiana University’s chapter of the National Broadcasting Society.  He discussed the job opportunities that new media have created such as internet advertising and the online voice over industry.  He also stressed the importance of securing an internship during one’s college career to build one’s skills and resume and get a foot in the door before graduating from college.
